Meta is installing tracking software on employee computers that captures mouse movements, keystrokes, clicks, and screenshots in real time. The program is called the Model Capability Initiative, sits under an internal division called Meta Superintelligence Labs, and operates across a designated list of work apps and websites. Employees were informed via internal memo. They cannot opt out.

The company's justification is straightforward: "If we're building agents to help people complete everyday tasks using computers, our models need real examples of how people actually use them." That is a technically coherent explanation. It is also one of the more unsettling sentences a corporation has sent to its workforce in recent memory.

The Opt-Out Is the Story

Most workplace monitoring programs, however invasive, include some form of employee acknowledgment or tiered consent. Meta removed that option entirely. Every employee on the designated app list is contributing behavioral training data as a mandatory condition of their employment — whether they find it acceptable or not.

Meta says safeguards are in place to protect sensitive content and that the data will only be used for AI training. That assurance is being offered by the same company that has paid billions in privacy settlements, faced congressional testimony over data practices, and is currently building one of the largest behavioral data operations in human history. The ask is to trust the policy memo.

Framing the program as employees doing "their part to help by just doing their daily work" is a particular kind of corporate language worth examining. It suggests participation, contribution, even generosity — while describing something that isn't voluntary. That gap between framing and reality is not a small thing. It's the kind of thing that erodes institutional trust quietly and thoroughly.

What's Actually Being Collected

The Model Capability Initiative is not capturing the content of work — it's capturing the physical mechanics of how work happens. Mouse paths. Click sequences. Navigation patterns through dropdown menus. The timing and rhythm of keystrokes. This is behavioral data at the granular level, the kind used to train AI agents that can operate a computer the way a human does.

The goal is presumably to make Meta's agentic AI — Hatch, its autonomous assistant in development for Instagram, Facebook, and WhatsApp — more convincingly human in its interaction patterns. To train on how real people actually move through real software, not on synthetic approximations.

That's legitimate AI research. It's also a surveillance apparatus installed on every qualifying employee's machine with no exit option.

The Line Most Companies Haven't Crossed

The headline from The Street was blunt: Meta just crossed a line most companies have avoided. That framing is accurate. Plenty of companies collect aggregate productivity data. Some use screen recording for specific compliance purposes in regulated industries. Mandatory, no-opt-out behavioral capture for AI training at this scale — applied to the general employee population — is genuinely new territory.

It also sets a precedent. If Meta normalizes this and faces no significant regulatory or reputational consequence, the template exists for every other company trying to generate proprietary behavioral training data without paying for it externally. The cheapest source of human behavioral data, it turns out, is your own workforce — if you can make it mandatory.

The European Union's GDPR would likely have significant things to say about this program as applied to Meta's European employees. Whether U.S. regulators have the appetite or the authority to weigh in is less certain.

The Honest Question for Every Company

There is a version of this that could have been designed differently. Voluntary participation with genuine incentive. Clear scope limitation. Transparent data governance with employee oversight. Meta chose none of those things. It chose mandatory, framed as contribution, with safeguards defined and enforced by the company collecting the data.

For growth leaders and marketing teams thinking about how AI gets built and what it gets built on, this is a useful moment to ask about the data practices of the platforms you depend on. The training data that makes AI systems behave the way they do comes from somewhere. Increasingly, it's coming from people who didn't choose to give it.
